U.S. Coast Guard Fast Response Cutter Support Facility
Built on an active coastal base, this critical support facility overcame extreme site constraints, security demands and environmental exposure to deliver reliable operational infrastructure that performs in every circumstance.

Overview
The U.S. Coast Guard needed a new support facility capable of matching the operational demands of an expanded Fast Response Cutter fleet in Miami Beach, Fla.
The mission was clear.
The project scope extended beyond new construction by a local Butler Builder®. There was required demolition of an existing structure, partial rehabilitation of another building, full utility integration and site improvements, all delivered within an active Coast Guard base where operations could not stop.
Vessels at the base would patrol deeper waters, operate farther from shore and support heightened security and drug interdiction efforts. The infrastructure supporting those operations had to perform with the same precision and reliability.
The building site on Terminal Island presented immediate constraints. Space was extremely limited. Access was restricted to a two-lane road with minimal on-site staging. A construction crane had to be delivered by barge. Every movement was planned. Every sequence mattered. There was no margin for disruption.
Security requirements added another layer of complexity. As a Homeland Security operation, all personnel were subject to special vetting and restricted to defined areas of the base. Coordination was constant. Compliance was non-negotiable.
Environmental exposure intensified the challenge at the oceanside location. Gale-force winds required the construction team to take every precaution to minimize danger and potential damage. That meant closing all openings, removing loose materials, tools and equipment from exposed locations and removing or securing scaffolding and other temporary work. Execution demanded discipline and foresight.
Throughout construction, Butler’s systemized approach supported control in an environment defined by constraint. Precision planning enabled work to progress without interfering with base operations. Deliveries were timed, crews were coordinated and the building advanced with intent, even as conditions shifted.
The completed Fast Response Cutter Support Building achieved LEED Gold certification, exceeding minimum requirements through disciplined design and execution.
Completed in 2012, the facility supports mission readiness and performs under pressure. It reflects a project where complexity was anticipated, not discovered, and where assurance was built into every decision.
